Julia graduated with honors from Moscow State Linguistic University. In 1995, she received an MBA in Economics from California State University-East Bay, USA. She holds a CIMA certification from the Charted Institute of Management accountants and an International Diploma in Compliance.

Julia started her carrier as an employee of the Finance Department of Shell in Russia. From 1995 to 2006, Julia worked for Philip Morris, where she held several positions ranging from Finance Manager to Internal Controls and Compliance Manager.

From 2006 to 2010, Julia worked for Bunge in the position of Internal Audit Global Manager; from 2010 to 2011, she held the position of Compliance Officer with Pfizer, Russia; and from 2011 to 2012, she was Chief Compliance Officer for Eurasia with Sanofi.

From June 2012, Julia Romashkina is a Chief Compliance Officer, responsible for the implementation of anti-corruption and business-ethics compliance program in PJSC “MTS” (telecom operator # 1 on the Russian telecom market, listed on NASDAQ) and in the MTS Group, which consists of more than 15 operating companies, including telecom operators in the CIS countries (Ukraine, Belarus, Armenia), and estimates close upon to 70 000 employees. During the past years, since compliance function in MTS was organized in 2012 due to Julia’s efforts, in absence of developed and binding local legislative basis, a well-defined position of regulatory authorities, a low level of business ethics and compliance in the Russian business environment, Julia and her team creates the unique for the Russian business environment experience of compliance system implementation.

In 2015, compliance system of MTS was recognized as the international independent consulters (Big 4) as the example of “leading Russian compliance practice”.

In 2016, the international consulters conducted the international benchmark analysis of the compliance functions and defined that MTS anti-corruption compliance program is align with the best international practices.

In 2017, Julia Romashkina was named EMEA Chief Compliance Officer of the Year at C5 Group’s Annual Women in Compliance Awards.

In 2018, MTS Compliance Management System and Anti-Bribery Management System were certified by ICA Conformity Certificate ISO 19600:2014 and ISO 37001:2016.

Julia is a member of International Compliance Association (ICA).
