Serafino works for Volvo Cars. He is a digital regulation expert with 20 years’ experience and an international career. He has worked for Copenhagen Economics in Stockholm, and before he was at the GSMA in London, where he worked on regulatory and competition policies relating to the mobile sector. Before joining the GSMA, Serafino worked in different public policy roles in Brussels. Ha also worked at Ofcom, the UK telecom, post and media regulator, leading market reviews and international cooperation projects in telecom and digital regulation. He started his career working for Ovum, an independent research and advisory firm based in London, producing research and advice for leading telecom and media operators around the world.

Serafino holds a BSc in Political Economy and Industrial Organisations from the Università degli Studi di Firenze and a MSc in economics from the University of Bristol. Serafino speaks Italian, English, Spanish, French and Swedish.
