Senior Assistant Attorney General Kathleen Foote joined the California Attorney General’s Office in 1988 and has been Chief of its Antitrust Section since 2003. She is a past chair of the multistate Antitrust Task Force of the National Association of Attorneys General. She was named 2013’s Antitrust Lawyer of the Year by the California State Bar, and is a recipient of the American Antitrust Institute’s Fred Kahn Award for Achievement. Under her leadership California’s antitrust bureau has been recognized for its pathbreaking litigation challenging no-poach agreements between high-tech employers, revenue sharing among employers during a labor dispute, manipulation of gasoline price benchmarks, and market power exercise by a large health care provider. Ms. Foote earned her undergraduate degree at Harvard and her law degree at the University of San Francisco. She began her legal career as a litigation associate with the San Francisco law firm of McCutchen, Doyle, Brown and Enersen (now Morgan Lewis), and several more as a law school dean. She also served two terms as mayor of the City of Mill Valley, California.
