Allegra CangelosiSenior Researcher at Penn State University
Ms. Cangelosi entered the ballast water arena early on, when the zebra mussel infestation of the Great Lakes exploded in the news. As Staff Director to the U.S. Senate Great Lakes Task Force, and as Senior Analyst for the Northeast-Midwest Institute, she coordinated the drafting of first US legislation to address ballast water (NANPCA 1990), and its reauthorization (1996, NISA). She conducted the first demo of shipboard ballast water treatment in the US (MV Algonorth), and created the first freshwater testing facility (the first facility of any kind to received USCG certification), still operating in Lake Superior. She was a US delegate to the International Maritime Organization during negotiation of the IMO Agreement, and continues to be a member of the NATO International Convention for the Exploration of the Sea Ballast Water Working Group. Currently, she is Senior Researcher for Penn State University – The Behrend College.
