Thom Armstrong has more than 30 years of experience in the Canadian co-operative housing movement, holding leadership positions in Saskatchewan, Ontario, and British Columbia. Since September 2000, Armstrong has been the Chief Executive Officer of the Co-operative Housing Federation of BC, and currently serves in the same capacity for COHO Management Services Society, and three community land trusts formed by CHF BC: the Community Housing Land Trust Foundation (1993), the Vancouver Community Land Trust Foundation (2014) and the Community Land Trust Foundation of British Columbia (2015), all headquartered in Vancouver, BC. He also serves as chair of the board of Encasa Financial Inc., an investment fund manager for the community housing sector in Canada with more than $540 million in assets under management. CHF BC’s group of community land trusts currently hold assets in housing and land worth more than $364 M and is developing or acquiring additional housing assets worth more than $789 M. Armstrong’s priority in overseeing the many demands of this varied portfolio of members and clients is to pursue a shared focus on long-term financial viability, prudent asset management, and the preservation and growth of a secure supply of safe, affordable housing in healthy, diverse communities.
