Senior Manager - Trade Policy and Employment Affairs at International Chamber of Shipping

Helio Vicente is Senior Manager (Trade Policy and Employment Affairs) at the International Chamber of Shipping (ICS), the cross-sector international trade association for merchant shipowners and operators, representing over 80% of the world merchant fleet. With over 15 years of experience in the maritime transport sector, he joined ICS in April 2016, where he is Secretary of the Shipping Policy Committee, which sets and oversees the global shipping industry’s agenda and official positions on shipping trade policy. He also works with the ICS Labour Affairs Committee, responsible for employment related matters in shipping. On behalf of ICS, Mr. Vicente is involved with bodies of the International Maritime Organization and the International Labour Organization. He previously worked at the Permanent Representation of Angola to IMO, the Maritime Organization of West and Central Africa, and at the IMO Sub-Division for Maritime Security and Facilitation.
