Profile
Dr Johannes Lübking, LL.M. (EUI), is Acting Director of DG Competition's directorate in charge of the sectors energy and environment. While overseeing the work done in these sectors with state aid and merger control, he is also leading a number of antitrust and cartel investigations in the European electricity, gas and bioethanol markets.
Prior to joining the energy directorate in 2015, Mr Lübking headed various merger units, including the Merger Case Support and Policy unit. In this capacity, he coordinated the Commission’s merger cases and policy projects.
Before he joined the European Commission in 2001, Mr Lübking worked for several years in private practice and as in-house counsel in Frankfurt/Germany. Mr Lübking holds a doctorate of the University of Göttingen/Germany and an LL.M of the European University Institute in Florence/Italy in International and European Law. He graduated in law at the University of Göttingen and passed the bar exam in Berlin.
