Born on 03 February 1964 to a humble family in Tuguegarao City, Cagayan, VADM ROBERT A EMPEDRAD AFP took his primary education at Tuguegarao North Central School and completed his secondary education at Cagayan National High School, Tuguegarao, Cagayan. He studied Civil Engineering in Saint Louis University, Baguio City before he successfully passed the qualifications for admission to the Philippine Military Academy, Fort Del Pilar, Baguio City in 1982.

VADM EMPEDRAD is a proud member of PMA “Sinagtala” Class of 1986. Aside from the formal education he acquired from PMA, he also studied other specialized courses. He completed his Master in Business Administration at Philippine Christian University, Dasmarinas, Cavite; US Naval Staff Course at US Naval War College, New Port, Rhode Island, USA; Senior Executive Course for National Security at National Defense College of the Philippines; and Senior Strategic Leadership Programme at the Defense Academy of Shrivenham, United Kingdom. He also took up various specialized schoolings such as: International Riverine and Coastal Operations at Naval Amphibious School at San Diego, California; Instructor’s Training Course at Naval Training Center, Coronado, USA; Hermeneutics and Bible Study Course and Christian Teachers Training Course in Las Pinas City.

As an accomplished sailor and commander, he successfully commanded five (5) Philippine Navy vessels: BRP FELIX APOLINARIO (PG-395), BRP ABRAHAM CAMPO (PG- 396), BRP MAGAT SALAMAT (PS20), BRP ILOILO (PS32) and BRP DAGUPAN CITY (LC 551).

With competence and versatility in the field of naval operations, he was entrusted command of Naval Task Groups in Naval Forces Western Mindanao (NTG 62, NTG 62.1 and NTG 62.2) and the Naval Task Force Sea Hawk, in Naval Forces Eastern Mindanao which efficiently and effectively responded during the onslaught of Typhoon SENDONG and PABLO saving 42 lives and recovery of ships at sea. He also occupied various positions of major responsibility in the PN, among which are:

  • Chief of Staff of Naval Forces Eastern Mindanao;
  • Director, Naval Operations Center;
  • Deputy, Assistant Chief of Naval Staff for Intelligence, Deputy N2;
  • Deputy Commander of Naval Intelligence Security Force;
  • Assistant Chief of Naval Staff for Personnel, N1;
  • Deputy Commander of Naval Forces Eastern Mindanao;
  • Commander, Bonifacio Naval Station;
  • Commander, Offshore Combat Force, Philippine Fleet;
  • The Deputy, Commander Philippine Fleet;
  • The Deputy Chief of Staff for Reservist and Retirees Affairs, J9;

With proven competency, wealth of knowledge and exposure, he was designated in key collateral assignments such are Chairmanship of Boards of Philippine Navy including the Defense Acquisition System Assessment Team (DASAT) which oversees the ongoing upgrades of PN vessels and the Frigate Acquisition Project of the PN under the AFP Modernization Program. He was also a member of the Board of Generals (BOG), the highest promotion body in the Armed Forces of the Philippines.

He received numerous awards such as: 1 Philippine Legion Of Honor (Degree of Commander, 8 Distinguished Service Stars; 1 Outstanding Achievement Medal; 2 Gawad Sa Kaunlaran; 2 Distinguish Navy Cross; 2 Bronze Cross Medals; 1 Military Achievement Medal; 2 Military Merit Medals with Spearhead Device; 27 Military Merit Medals; 5 Military Commendation Medals; Numerous Campaign Medals, Civic Action Medals; and various badges, plaques and certifications.

As a leader, he listens to his subordinates and is very particular with rules and order of things especially the way a person behaves. Although he is a disciplinarian, he is an easy and fun to work with and very approachable too.

On 19 December 2017, President Rodrigo Roa Duterte appointed him as the 37th Flag Officer in Command, Philippine Navy. During his stint as FOIC, PN for 2 years 1 month and 15 days, he ushered the PN to the missile age with the firing of the very first missile from a PN warship. He initiated the submarine program as well as the approval of the Fast Attack Interdiction Craft (FAIC-M) acquisition of the PN. His outstanding stint as the FOIC, PN was very well recognized when the President conferred him the Philippine Legion of Honor (Degree of Commander) during his Retirement Ceremony.

A month after his retirement from the AFP, he was sworn into office as MARINA Administrator on 03 March 2020 by the President in Malacanan Palace, Manila.

VADM EMPEDRAD AFP is a God-fearing person. Bob to his friends, is happily married to Bless and they are blessed with an only child, Jelome.
