Ernest has worked for the Foreign Agricultural Service (FAS) since 1988 as an agricultural commodity analyst and project manager at USDA headquarters in Washington, D.C. and as a US agricultural attaché in Germany. He has focused exclusively on global biofuel markets for the past 12 years. Ernest manages the Agency’s overseas reporting network covering biofuel markets of the European Union and 13 other key countries, the only public reporting service of its kind and a primary source of biofuels market policy and data for the Int’l Energy Agency and OECD in Paris, the US Department of Energy and many other ministries of energy, research organizations, industry associations, and consulting firms. He also provides biofuel market impact assessments to support US policy making and develops supply-demand projections for key biofuel markets to support USDA’s Agricultural Long-term Projections.
Prior to FAS, Ernest worked for development consulting firms on projects in Africa, Asia, and the Middle East from 1984 to 1988, and was a UN volunteer in Bangkok, Thailand in 1980. Mr. Carter has an MS degree in Agricultural Economics from the University of Wisconsin-Madison (1984), and a BA degree in International Relations from Pomona College (1980).
