James CampbellPPP Project Director at Bermuda Airport Authority
James Campbell has over 25 years’ experience in leading major infrastructure projects, with a specific focus on public private partnership (PPP) delivery models. He joined the Bermuda Airport Authority in May 2017, as the PPP Project Director, responsible for overseeing the management of the PPP contract and delivery of its airport redevelopment project, a new passenger terminal building and associated civil works, valued at US$275m. With the new airport facility opening in December 2020, James is currently supporting the Airport Authority’s operational team with PPP contract management, the transition to operations, and the application of the project’s revenue support mechanisms, triggered by the Covid-19 pandemic.
Prior to joining the Bermuda Airport Authority, James led the planning and procurement of a new US$250m acute care hospital wing at King Edward VII Memorial Hospital in Bermuda, under a PPP framework. It was Bermuda’s largest ever infrastructure project and its first ever PPP project. Having achieved commercial and financial close in 2010, James led the construction phase of the project, which was successfully completed in 2014. James also led the refinancing of the project in 2015, achieving significant savings for the public sector counter-party, and led the operational phase of the PPP contract management for three years.
Prior to moving to Bermuda, James had worked on several high-profile hospital development projects for the UK’s National Health Service. James holds a bachelor’s degree (hons) in mathematics from Heriot-Watt University, Edinburgh, and a Post Graduate Diploma in Project Leadership from Lancaster University, UK.
