Yuval is a project financial and technical advisor with over 30 years of experience in built and natural infrastructure, having worked throughout North, Central, and South America; Central Europe; Australia; and the Middle East. His work has combined financial, commercial, and technical analysis to support investment decisions and evaluations carried out by both public and private sector clients seeking to deliver, acquire, divest or finance infrastructure programs. Yuval has a proven record of accomplishments as an advisor whose independent financial, due diligence, lender’s advisory and public agency reports have supported over US$23 billion in closed capital raised for built infrastructure.
Yuval served as advisor on several award winning transactions involving airports, including the first P3 of a U.S. FAA-controlled airport at San Juan, Puerto Rico (SJU) supporting the winning bidder, Highstar Capital and Asur (Aerostar) in their bid, and has supported a major equity investor in its bid for the Guarulhos Airport in Sao Paulo, Brazil. Yuval has also recently been advising the Municipality of Guayaquil, Ecuador, on a pending PPP for a new international airport concession. He has also advised on ports (leading the advisory team supporting the largest syndicated financing of the four largest container terminals in North America); rail (first P3 of a commuter rail project in the U.S.); roads (the first P3s in Virginia and California); water desalination facilities (first one financed in South America); and social (vertical) infrastructure (first county courthouse P3, and among the first higher education utility and energy P3s in the U.S.). Yuval served on two separate national commissions (U.S.) as the only representative of the private sector, recommending changes in federal legislation to enable P3s and alternative delivery.
He holds a doctorate and master’s in economics from Columbia University, and master’s and bachelor’s degrees in Philosophy, Politics & Economics from Oxford University in the UK. He is based in New York.
