Manager IBM Governmental Programs - Export Regulation Office at IBM Corporation


 Lillian Norwood is a manager for IBM’s Export Regulation Office. She has responsibility to ensure export regulation compliance with a focus on technology transfers, which has a large impact across multiple IBM organizations including Engineering, Manufacturing, Research, Systems Development, and Cloud. She also has managerial responsibility for export compliance within IBM’s patent portfolio, external relationships including the OpenPOWER initiatives, and anti-boycott compliance. She also has oversight of IBM’s internal export education program and performs compliance reviews of IBM’s worldwide export network. Lastly, she provides guidance and oversight for compliance with non-US regulations.

The activities associated with these responsibilities include: regulation interpretation; classification of technology, software and hardware; deemed export processes; cloud export requirements; oversight, planning and delivery of worldwide export education seminars; and interfacing with U.S. Government officials to ensure any necessary export authorizations are obtained.

Ms. Norwood has a Bachelor of Science in Information Technology and has been with the IBM Export Regulation Office since 1996.
