Claire advises public and private sector clients across the UK on all aspects of EU public procurement law. She has particular expertise in designing complex procurement processes for contracting authorities and utilities, predominantly in the IT and real estate/infrastructure sectors.
In respect of IT procurement, Claire is currently advising a major public sector financial institution on what is arguably the most important piece of critical national infrastructure to be procured by Government this year. She is assisting with the design of the procurement process (including the evaluation criteria), reviewing procurement documentation and generally advising the client in respect of a range of issues which need to be considered to ensure optimum compliance with the public procurement regime. She also regularly acts for one of the world's largest technology companies in respect of challenging the outcome of public procurement exercises and conveying the rights of challengers to its bid team staff.
In addition to public procurement, Claire also specialises in State aid law and drafting commercial agreements for technology clients. She is currently supporting an international organisation in respect of negotiating/finalising the commercial arrangements to utilise blockchain technology to introduce a new product in the insurance market.
