Karen Brodsky has over 30 years of experience in healthcare policy and management and has spent most of that time on the front lines of managed care and Medicaid contracting. At HMA, Karen works with health plans, states, and provider organizations to assess and provide guidance on Medicaid managed care markets, contracting and organizational capacity, developing best practices, supporting pre-procurement and procurement efforts, and developing training programs. Karen chairs HMA’s Long-Term Services and Supports (LTSS) business group and works closely with health plan, state, provider, and community-based organization clients on long-term care initiatives. She was instrumental in developing HMA’s MLTSS Business Appraisal Assessment Tool for MCOs and an LTSS Value Based Payment Assessment Tool for home care and home health providers. Before joining HMA, Karen served as chief of managed care contracting for the State of New Jersey’s Department of Human Services, Division of Medical Assistance and Health Services. There she had contractual, policy, regulatory, and operational oversight of a $5 billion Medicaid managed care contract serving over 1.2 million enrollees. In that capacity, she provided contract guidance to MCOs, the Medicaid division, other State agencies, legislators, providers, and advocacy organizations. During her tenure, she oversaw the integration of services for dual eligible beneficiaries in Medicare and Medicaid through a dual special needs plan (SNP) contract. She implemented the mandatory enrollment of 150,000 dual eligible enrollees under a 1915b waiver, and developed the managed LTSS program for 27,000 nursing home residents and 13,000 home and community-based waiver recipients under an 1115 Demonstration Waiver. She led numerous division, provider and other stakeholder meetings to prepare for the MLTSS transition to managed care. Within the Office of Managed Health Care, Karen created new units to manage dual integration, MCO market entries and exits, and provider relations. Karen previously served as vice president of programs at the Center for Health Care Strategies in Princeton, New Jersey, managing its five-year Medicaid Managed Care grant program and Best Clinical and Administrative Practices (BCAP) program, which provided technical assistance to over 90 Medicaid MCOs. Karen began her career in Medicaid managed care in Baltimore with the Johns Hopkins Health Plan where she managed the State Medicaid, behavioral health, and home health contracts and implemented the Better Beginnings program to improve birth outcomes. Karen received a Master of Health from Johns Hopkins University School of Hygiene and Public Health. She earned her bachelor’s degree summa cum laude in speech pathology and audiology from Towson State University.
