John Kelly

John Kelly is a former federal healthcare fraud prosecutor, experienced trial attorney, and Managing Partner of the firm’s Washington D.C. office.  John represents companies and executives in internal investigations, government and congressional investigations, criminal prosecutions, and civil litigation in matters related to healthcare fraud and abuse including those involving the False Claims Act, Anti-Kickback Statute, Stark Law, and Food, Drug and Cosmetic Act, as well as other regulatory and compliance issues.  John serves as outside compliance and investigations counsel to a number of health systems and life sciences companies, including some that are subject to reporting requirements under a Corporate Integrity Agreement.  John also has extensive experience in managed care conducting investigations and working with providers and plans to ensure compliant practices in the risk adjustment space.  John is Chambers ranked and listed as one of Washington, D.C.'s Super Lawyers.

John had a distinguished career as a federal prosecutor with the Department of Justice (DOJ) where he held a number of leadership positions, including:

  • Assistant Chief for Healthcare Fraud, Criminal Division, Fraud Section.
  • Lead Prosecutor, Medicare Fraud Strike Force, Los Angeles, CA.
  • Chief of Staff and Deputy Director of the Executive Office for U.S. Attorneys

John is a frequent speaker and writer on topics related to healthcare fraud and abuse.  John is frequently quoted in national media outlets on compliance and government enforcement matters.  His opinions have been published in articles by The Wall Street Journal, The Washington Post, Reuters, Bloomberg News, Modern Healthcare, Law360, and others.
