Tom joined the United States Attorney’s Office for the District of Maryland in 2002.  Since that time, his practice has focused on the civil and criminal prosecutions of health care fraud and affirmative civil enforcement matters under the False Claims Act.  His health care practice has focused on the civil and criminal prosecutions of pharmaceutical companies, device companies, national clinics, hospitals, physicians, pharmacists and pharmacies for violations of the False Claims Act and the health care fraud statute.  He also prosecutes distributors, pharmacies, and pharmacists civilly under the Controlled Substances Act.  In 2013, he became the Deputy Civil Chief, civil health care fraud coordinator and affirmative civil enforcement (ACE) coordinator for the District of Maryland.  Since March 2021, he has served as the Civil Chief for the District of Maryland.
