Russell has over 20 years’ experience of managing conduct risk in various arenas, starting out as a criminal barrister before joining the Army as a lawyer, where conduct was literally a matter of life and death. He managed conduct risk in training, policy, advisory and prosecutorial roles in the UK, Kosovo and Iraq. During his time in the Army Russell advised on and was subject to the military doctrine of ‘Command Responsibility’, the equivalent of the SMR ‘Duty of Responsibility’. After the Army Russell joined the FSA where he managed the TCF and Market Conduct teams, and led retail and wholesale enforcement cases (including prosecutions and plea bargains for insider dealing). He then moved to RBS in a Senior Assurance role before finishing up as Global Head of Conduct Policy, and Conduct lead for SMR implementation, where he used his understanding of behavioural economics to improve the RBS risk and control framework. Russell then moved to EFG Private Bank in London, where he was Head of Compliance (SMF16) with prescribed responsibility for financial crime, and he is now CEO of EFG Bank in Cayman.
