Luke Webster is a senior finance, risk and investment professional with over 15 years’ public and private sector experience in corporate treasury, pension fund management and private equity. He is currently the Managing Partner of the Pension SuperFund, a pensions consolidation structure he co-founded with Edmund Truell, following their previous collaboration at the London Pensions Fund Authority, where they led wholesale organisational change and the vanguard of consolidation of the UK’s Local Government Pension Scheme through an initial £10bn merger.
Luke combines this role with that of Chief Investment Officer of the Greater London Authority (GLA), where he oversees one of the largest corporate treasury shared services in the UK public sector and is the GLA’s principal advisor on project finance and an experienced negotiator with Central Government. He has served the GLA in a senior capacity since 2010; his achievements include the creation and management of a highly successful £5bn liquidity fund with a 10-year track record of outperformance and leading over £6bn of debt transactions and the subsequent investment into major infrastructure projects such as Crossrail and the extension of the London Underground’s Northern Line.
Luke is a qualified member of the Chartered Institute of Public Finance and Accountancy, where he is vice chairman of the Treasury and Capital Management Panel, responsible for the prudential regulation of local government borrowing and investment, and has previously represented the institute on the Bank of England’s Money Markets Committee.
