Marcus joined KPMG in 2012, and then from October 2019 – March 2021, he served as an advisor at the OECD’s Centre for Tax Policy and Administration, focusing on the G20 project related to the tax challenges of the digitalization of the economy, often referred to as ‘BEPS 2.0’. In that role, he provided strategic input into the policy and technical development of Pillar One, dealing with nexus and profit allocation, and Pillar Two, a global minimum taxation regime. Marcus was closely involved in drafting the ‘Blueprints’ that were released to the public in October 2020 and subsequently endorsed by the G20 as a solid basis for a consensus solution.
Prior to joining the OECD, Marcus was a senior manager in KPMG’s Washington National Tax Office where he advised multinational enterprises on the OECD’s 2015 BEPS Action Plan, including Action 5 (Harmful Tax Practices), Actions 8-10 (Aligning Transfer Pricing Outcomes with Value Creation), and Action 13 (Transfer Pricing Documentation and Country-by-Country Reporting).
