Profile
Noel is a Tax Policy Adviser with the OECD's Transfer Pricing team based in Paris, where he works on the Base Erosion and Profit Shifting (BEPS) project, primarily focused on the design and negotiation of the Two Pillar Solution to Address the Tax Challenges of Digitalisation. Noel has represented the OECD on Working Party 6, the FTA MAP Forum, the Taskforce on the Digital Economy, and the Steering Group of the OECD/G20 Inclusive Framework, and is involved in engagement and collaboration with senior policy makers and business leaders across OECD and Inclusive Framework member countries. He has most recently been involved in the design of the Amount B framework to simplify transfer pricing rules, on-going capacity building and technical assistance support for low capacity developing countries, and the OECD’s latest work on the tax and transfer pricing aspects relating to the global mobility of workers.
Noel holds Bachelors and Masters degrees in Economics from University College Dublin (UCD), has over 20 years experience as a Chartered Tax Adviser and Economist, and is a former Transfer Pricing Director with EY and KPMG where he previously advised Irish, European and US headquartered businesses predominantly in the technology and life sciences sectors.
