Cecilia is the Chief Risk Officer (CRO), Conducting Officer and Executive Director of HSBC Investment Funds (Luxembourg) S.A., the HSBC Asset Management business in Luxembourg, since 2013. She is also Executive Director of HSBC Diversified Loan Fund RAIF, a closed-ended loan fund managed by 4 external portfolio managers.

Cecilia has more than 18 years’ experience in the financial markets. Cecilia leads the development and implementation of the HIFL risk management function in line with HSBC Asset Management (AM) Risk policy, driving risk governance processes, providing strategic insight to the AM Global CRO on risk matters and ensuring that actions are implemented. Cecilia has been approved to act as Conducting Officer responsible for risk management by the CSSF, the Luxembourg Regulator. The appointment became effective with the agreement of CSSF granted on 04.04.2014, to oversee the operations of HIFL and take the necessary decisions in the context of the conduct of the business of the Management Company and report periodically to the Board of Directors, as foreseen by the UCI Law of 2010, CSSF Regulations 10/04 and 10/05, and CSSF 18/698 on substance requirements. Cecilia, in conjunction with her fellow conducting officers, is responsible for day-to-day management of the HSBC Luxembourg and Ireland domiciled investment funds, traditional and alternative funds. This includes monitoring investment compliance, risk management and performance, operational risk management, financial and internal control, capital monitoring and supervision of delegated functions, such as distribution, central administration and investment management.

Prior to joining HSBC, Cecilia was Head of Risk Management and Conducting Officer of MDO Management Company SA, in Luxembourg, also approved by the CSSF on 29.03.2011. Before this, she worked in the public and the private sectors, dedicated to financial services, in Argentina. She has a University degree in Economics, from the Buenos Aires University, a Master in Capital Markets Specialisation from the same University, and she is a Certified European Financial Analyst (CEFA) and a Certified International Investment Analyst (CIIA).
