Lucio is an accomplished attorney serving in the Brazil Attorney General's Office as the Deputy Coordinator of the Foreign Litigation Unit. He specializes in international asset recovery and contributes to advancing his country’s efforts to combat transnational corruption and recover misappropriated assets. His expertise comprises complex cross-border legal and operational challenges and fostering international cooperation.
A recognized authority in his field, Lucio has led the most recent publication from the StAR Initiative on Direct Recovery of Assets (2024) and acted as a peer reviewer to the UN publication “Confiscated asset returns and the UNCAC” (2023). He also contributes as an expert to the Implementation Review Mechanism of the United Nations Convention Against Corruption, besides having represented Brazil in the negotiations of the Political Declaration adopted at the United Nations General Assembly Special Session, showcasing his dedication to advancing multilateral asset recovery strategies.
Academically, Lucio is finishing his PhD studies at the University of Salamanca in Spain and holds a Master’s degree from the University of Brasília. His academic pursuits reflect his commitment to deepening knowledge in the field of international law and asset recovery and to combining theoretical understanding with practical experience to help shape legal and institutional frameworks. Beyond his governmental and international work, Lucio is a professor in the postgraduate program of the Superior School of the Attorney General's Office and has academic partnerships with other Universities in Latin America.
