David Flynn is the Senior Director of Legal and Regulatory Affairs for OPS International, where he leads all legal, regulatory, and licensure oversight across the company’s operations, including Olympia Pharmacy, a 503A compounding pharmacy, and Olympia Pharmaceuticals, a registered 503B outsourcing facility. He is also the designated Director of Legal and Regulatory Affairs for a new state-of-the-art 503B facility currently under development by OPS International’s parent company.

With nearly two decades of experience in health law and regulatory affairs, David is a recognized authority in legal and regulatory compliance. He began his public service as a prosecutor for the Florida Department of Health before serving 15 years as a Senior Assistant Attorney General, including 12 years as chief counsel to the Florida Board of Pharmacy. He led the comprehensive restructuring of Florida’s compounding regulations and directed the state’s implementation of the federal Drug Quality and Security Act—reforms with far-reaching impact, particularly given Florida’s role as the third most populous state, with over 23 million residents.

At the event, David brings seasoned legal insight and operational perspective on compounding, drug shortages, and compliance with the shifting federal-state regulatory landscape.
