Spencer Roach recently joined Empower Pharmacy as the Director of Government Affairs. In this role, he works to advance Empower’s public policy and advocacy efforts to align regulatory developments with the organization’s mission to deliver quality, affordable medications.
Prior to joining Empower, Spencer served for three terms in the Florida House of Representatives, where he served as Chairman of the Constitutional Rights, Rule of Law, and Government Operations Subcommittee. During his tenure in the House, he focused on child welfare reform, improving Florida’s higher ed system, post-hurricane recovery, and property insurance reform.
Spencer is a retired Coast Guard Judge Advocate, having served 20 years on active duty as both an enlisted member and a commissioned officer. His last assignment was as a staff attorney in Washington, DC, where he was responsible for providing legal counsel to members with service-related disabilities. He spent his first 10 years in service serving as a search and rescue coxswain and counter-narcotics officer before earning an officer’s commission. He earned his Juris Doctor at the University of Miami and is licensed to practice law in Florida and Texas. He grew up in a proud blue-collar household, working with his father and uncles in a 4th-generation family-owned plumbing company. Spencer currently serves on the Board of Directors for Goodwill of SWFL, the FGCU Alumni Association, the statewide Foster and Adoptive Parent Association, and the Florida Repertory Theatre.
He is a certified ESL teacher and a licensed foster parent. He is an avid reader, scuba diver, world traveler, and aspiring Expat with a particular love for Central and South America.
