David Burke is the Chief Compliance and Risk Officer of Rubrics Asset Management (Ireland Limited). David is responsible for the oversight of the Compliance and Risk Functions for the product offerings under the Rubrics Asset Management (Ireland) umbrella. David has considerable experience in working alongside UCITS, AIFM’s, AIFs and MIFID authorised companies and has responsible for with multiple fund launches involving unit-linked distribution of a passive strategy UCITS Common Contractual Fund platform; and UCITS money market funds and their service providers on the Money Market Fund Regulation. David has also assisted in the material outsourcing of middle and back office functions; and has acted in the establishment of an umbrella qualifying investor AIF engaging in a range of alternative strategies.
Previously David worked for Fidelity International Limited where he was heavily involved in the risk framework and system implementation for both the regulated Management and Life Companies respectively. David was also responsible for the reporting of risk operations for the European business of Fidelity International Limited.
Since 2006 David has served in the capacity as the Head of Compliance and Risk manager across three entities Mediolanum, Combined Insurance and most recently Fidelity. Areas of expertise in the field of risk that David has combined over the years with his compliance duties have encompassed the design and implementation of risk frameworks as well as successfully participating in the delivery of several risk assessments as pursuant to Solvency II regulations. David has held responsibility for the ongoing monitoring of risk across conduct, operational, market and credit risk and has participated in both risk workshops and risk and control self-assessments.
David is practicing member and Fellow of the Association of Compliance Officers in Ireland and the Institute of Chartered Accountants. David also holds an MSc in Compliance from University College of Dublin coupled with an undergraduate degree in Accountancy and Finance. David is also a member of the Institute of Bankers with diploma’s in fraud prevention and data protection. David is active in his professional development and as part of this is currently pursuing the Professional Diploma in Advanced Banking Risk Management covering Strategic Operational Conduct and Reputational Risk Management and Regulatory & Economic Capital Management, Credit Risk and Pricing for Risk.
