Ms. Neema L. Siwingwa is a Development Finance specialist with over 20 years of experience in banking and African financial markets. Her expertise is in loan syndications, project and corporate finance; risk mitigation products including guarantees and derivatives; and bond issuances in African currencies. She has worked with the public and the private sector on developing projects in the energy, manufacturing, health, transport, and financial sectors.

Neema has worked on some notable transactions including: the recently closed Partial Credit Guarantee backed EUR 200M Sustainable Finance facility to the Government of Rwanda; the dual tranche receivables backed USD 600 million long-term Syndicated Loan facility for the Ghana Cocoa Board; the first multi tranche USD 1 billion (equivalent) Syndicated Loan facility for an East African sovereign; the first African Development Fund (a member of the AfDB Group) Partial Risk Guarantee (PRG) in support of the Lake Turkana 300MW wind power project in Kenya; and the landmark Nigerian naira 12.95 billion (USD 85 million equivalent) bond issuance by the African Development Bank in Nigeria.

Ms. Siwingwa is currently working as the Chief Co-finance and Syndications officer at the African Development Bank.
