Thilo Wienke is a partner in White & Case’s Foreign Direct Investment (FDI) practice, based in Düsseldorf. He combines extensive international merger control experience with deep expertise in German and EU investment screening, advising global investors on complex cross-border transactions in highly regulated sectors.

Thilo represents international investors in investment control proceedings before the German Federal Ministry for Economic Affairs and Energy (BMWE), handling reviews across a broad range of industries, including energy and critical infrastructure, high-tech and semiconductors, pharmaceuticals, raw materials and defense. He also coordinates multijurisdictional FDI strategies, ensuring consistency and alignment across the EU and other key jurisdictions.

In addition to his FDI work, Thilo advises on German and EU competition law, including merger control, cartel investigations, vertical agreements, distribution systems and abuse of dominance matters. He works closely with White & Case’s energy practice and frequently advises on transactions involving energy infrastructure and other strategic assets.
