Elisa Grey has over 24 years of experience focusing on business attraction, retention, and project management of commercial development projects within the Inland Empire as an economic development professional having worked for the City of Fontana and the County of Riverside. During her time at the County of Riverside, Ms. Grey was a Project Manager within the Economic Development Agency overseeing numerous infrastructure projects and institutional developments throughout the County of Riverside. After six years, she transitioned to the City of Fontana, as the Economic Development Manager, and oversaw a robust economic development program and was charged with the attraction of development opportunities to increase sales and property tax revenues. In that capacity, she managed the Economic Development programs and projects including the attraction of four dealerships to the Fontana Auto Center. She proposed, strategically planned, and implemented the redevelopment of the Fontana Civic Auditorium campus, an 8-acre site with institutional, commercial, and affordable housing uses. Ms. Grey worked with Chaffey College for the expansion of the Fontana campus growing from 10,000 square feet to over 90,000 square feet in the downtown utilizing former redevelopment properties and positioning the Community College District to acquire additional land for future growth. During her time in Fontana, the City population grew exponentially, and retail attraction was critical to the City’s appeal for those looking to find affordable housing options. After 18 years working in local government, Ms. Grey moved on to the private sector and HdL Companies, a sales tax reconciliation consulting firm. In that capacity, she has worked with over 60 cities in a variety of economic development related services. Additionally, she worked as a development consultant with developers and retail advisors in Southern California. Throughout her career, Ms. Grey has helped facilitate the attraction over 30 million square feet of new development projects including logistics-distribution, shopping centers, commercial retail/office, medical-healthcare, hotels, and auto dealerships. Ms. Grey has worked directly with major corporations such as Aldi, Amazon, Decker’s Outdoor, Harbor Freight Tools, O’Reilly Automotive Group, Phillips Electronics, Nike, Proctor & Gamble, Ross Stores, and Sketchers. She has also worked with major retailers including Costco, Home Depot, Target, TJ Maxx, Trader Joes, and Walmart, along with restaurants such as BJ’s Restaurant and Brewhouse, Buffalo Wild Wings, Cheesecake Factory, Flemings Steakhouse, Mimi’s Café, PF Chang’s, Roy’s, and Yard House. Missing being actively involved and seeing development projects come to fruition, Ms. Grey returned to the Inland Empire and in her current role with the Ontario International Airport Authority as the Chief Revenue Management Officer, she has been essential to overseeing commercial development opportunities including project managing 4.1 million square feet of industrial development, the 90+/- acre South Airport Cargo Center, international cargo inspection, liaising with our cargo carrier partners (including UPS, Amazon, FedEx etc.) and assisting in a leadership capacity when appropriate to help progress opportunities for the OIAA to increase revenue potential from non-aeronautical development. Ms. Grey is responsible for revenue generation of more than $102 million and under her purview, oversees Concessions, Parking, Rental Cars, Airline Affairs, Advertising and Real Estate (in terminal properties as well as commercial development). Ms. Grey holds a Bachelor of Arts degree in Economics from the University of California, Riverside, a Master of Arts degree in Leadership and Organizational Studies and an MBA both from Azusa Pacific University.
