Cecil Phillips is Chairman and CEO of Place Properties, L.P., and its affiliates, headquartered in Atlanta, Georgia.
Mr. Phillips was born and raised in Missouri and has lived in Atlanta since 1971. He received his B.A. with honors in Diplomatic History from the University of Missouri, and his J.D. degree from the University of Michigan.
From 1971-1979, Mr. Phillips was an associate and then a partner in the Atlanta law firm of Alston & Bird. From 1979-1983, he was Special Assistant and Executive Assistant to the Governor of Georgia.
Since 1991, Mr. Phillips has financed and developed more than 60,000 bedrooms of on-campus and off-campus student housing at 30 different campuses.
Since 2006, Place Properties has also expanded its development and financing to include off-base housing for soldiers and Marines, as well as capital infrastructure projects for colleges and universities throughout the country. These projects include classrooms, laboratories, retail and athletic venues, and parking decks. All these projects were financed exclusively with private capital, with no debt obligation required from the educational institutions or any government agency.
Most recently, Mr. Phillips co-founded Impact Housing Group, which focuses on developing affordable housing, using volumetric modem modular construction. Impact Housing Group is a fully-integrated modular construction firm, offering clients one-stop shopping for modular housing, from factory to site work.
Mr. Phillips has served as a member of the Board of Directors of the Georgia Lottery Corporation, Chainnan of the Board of Visitors at Emory University, Chair of the
Georgia Policy Council on Children and Families, Chairman of the Dean's Council of the
Emory University School of Public Health, Commissioner and Chainnan of the Atlanta Housing Authority, Chairman of the Atlanta Regional Board of Teach for America, and Chainman of the Board of Trustees of The Howard School. Mr. Phillips has been a member of The Council on Foreign Relations since 1997. He also served on the board and as chair of a publicly held financial institution.
