David Messerly is the Director of Global Investor Relations at the Office of Finance, the joint office of the FHLBanks established to facilitate the issuing and servicing of FHLBank Consolidated Obligations. Since 2003, David has been responsible for directing debt investor relations and promoting FHLBank debt products and issuance programs both domestically and abroad. David’s group also manages external communications for the FHLB System for investors and underwriters. David joined the Office of Finance in 1990 and has served the OF for 29 years through a progression of roles in Capital Markets with responsibility for the daily funding of the FHLBank System through various negotiated and auction debt programs.

David earned BS in Finance from the Pennsylvania State University. He is CFA charterholder and a member of the CFA Society of Washington, D.C.
