Viktoria Baklanova, PhD, CFA, PRM is responsible for oversight of counterparty credit risk at the Federal Reserve Bank of New York. Viktoria joined the NY Fed in 2018 from the Office of Financial Research (OFR) of the U.S. Department of the Treasury. At the OFR, Viktoria led efforts on markets monitoring and identification of risks to the financial system. She developed the OFR’s U.S. Money Market Fund Monitor and oversaw other financial data visualization tools. Viktoria was a regular contributor to the OFR's Financial Stability Reports and annual reports of the Financial Stability Oversight Council. Viktoria has written 19 research papers, including contributions to three books. She co-edited a volume “Money Market Funds in the EU and the US: Regulation and Practice” published by the Oxford University Press.
Viktoria has a doctorate in Finance Law from the University of Westminster in London, U.K., a master's in finance from the Zicklin School of Business, Baruch College, and a bachelor's in mathematics from the Novosibirsk State University in Russia. She also holds the chartered financial analyst (CFA) and professional risk manager (PRM) designations.
