Randolph Stuart Sergent (“Randy”) is Vice President & Deputy General Counsel for CareFirst, Inc. (“CareFirst”). CareFirst is a non-profit health insurer and health plan administrator with approximately 5,000 employees and 3.5 million members throughout Maryland, the District of Columbia and Northern Virginia. Randy leads CareFirst’s Office of Corporate Counsel, a 25 lawyer team that provides a comprehensive suite of corporate legal services. Randy is also Chair of the Maryland Health Care Commission, an independent Maryland Agency responsible for managing Maryland’s Certificate of Need programs, State Health Plan and All Payer Claims Database, conducting healthcare research and informing the public on health policy matters.

Randy’s prior experience includes serving as litigation partner at Venable LLP, an Assistant Attorney General for Maryland, and Deputy Principal Counsel to the Maryland Insurance Commissioner. He started his legal career as a law clerk to the Honorable Robert C. Murphy, Chief Judge of the Maryland Court of Appeals.

Randy and his wife, Angela, live near Columbia, Maryland, mid-way between Baltimore and Washington, DC. They have three adult children.
