Rosa Novo serves as Administrative Benefits Director for Miami-Dade County Public Schools (MDCPS), the third-largest school district in the United States and the largest in the State of Florida. With more than 40 years of experience in healthcare administration, she has led the development of innovative health strategies, complex contract negotiations, and employee benefit initiatives, including the design and implementation of the district’s comprehensive wellness program, Well Way.

Mrs. Novo is an active member of the Florida Alliance for Healthcare Value, where she currently serves as a Board Member and the Co-Chair of the National Alliance’s National Purchaser Leadership Council. She also holds leadership and advisory roles across numerous healthcare, employer, and community organizations.

Mrs. Novo oversees the administration of the district’s self-insured healthcare plan, the second-largest expenditure within MDCPS. The plan provides healthcare coverage for approximately 45,000 covered lives, including more than 32,000 employees and their dependents, 9,241 retirees and their dependents, and approximately 6,100 part-time employees, representing an annual healthcare investment of approximately $510 million.

She has been a leading advocate for elevating the employer voice at both the state and national levels in the healthcare transparency movement, helping employers gain access to meaningful data and fostering informed dialogue among healthcare carriers, providers, employers, and policymakers.

As the fiduciary responsible for MDCPS healthcare plans, Mrs. Novo is committed to delivering high-quality healthcare benefits while ensuring long-term financial sustainability. Her focus is on developing strategic solutions that improve access, enhance quality, promote transparency, reduce healthcare costs, and deliver measurable value for the employees, retirees, and families she serves.
