Katie Cooper Davis is an Assistant Attorney General in the Office of the Massachusetts Attorney General, Medicaid Fraud Division. Katie has been in the Medicaid Fraud Division since June 2022 and investigates health care fraud and elder abuse and neglect in state and federal court. Katie has conducted investigations and led prosecutions of providers including physicians, independent clinical laboratories, group adult foster care agencies, and applied behavior analysis providers.
Katie began her career as an Assistant District Attorney for the Philadelphia District Attorney’s Office where she prosecuted a wide range of felony and misdemeanor cases. Katie then worked as an Assistant City Solicitor for the City of Philadelphia Law Department in the Civil Rights Unit. There she advised and represented the City of Philadelphia and its employees in state and federal court in complex Section 1983 claims and related state intentional tort claims. Katie then moved to Boston in 2021 and worked as an associate for a civil litigation firm representing Massachusetts municipalities and their employees in state and federal court. Katie attended Franklin & Marshall College where she was a Posse Scholar and Temple University Beasley School of Law where she received the Lynne M. Abraham Award.
