Amanda Baloukas

Amanda Baloukas is the Director, Legal, Ethics and Compliance at Innovative Medicines Canada (IMC), where she supports IMC’s legal, ethics, and compliance functions. In this role, she also serves as Chair of IMC’s Ethics Advisory Team, a cross-functional group of member company representatives mandated to ensure IMC’s ethical standards remain relevant, current, and aligned with evolving industry practices.

Prior to joining IMC, Amanda acquired extensive experience in government within the Ontario Public Service, advising senior government officials and political staff. Most recently, she worked in strategic policy and engagement at the Ministry of Red Tape Reduction (MRTR), where she supported whole-of-government initiatives aimed at reducing regulatory burden for businesses and individuals across priority sectors in Ontario. Amanda also previously supported the Ontario Immigrant Nominee Program (OINP), Ontario’s economic immigration program for permanent residence, at the Ministry of Labour, Immigration, Training and Skills Development (MLITSD). In that role, she drafted final decisions at the internal review stage and contributed to broader improvements in program delivery.

Amanda completed her legal training in the pharmaceutical industry and holds a Juris Doctor (J.D.) in Common Law from the University of Ottawa, a Bachelor of Civil Law (LL.B.) from Université de Montréal, and a Bachelor of Science (B.Sc., Hons.) from Concordia University. Amanda is a member of the Law Society of Ontario.
