Sviatlana Phelan is a Bank Regulatory Lawyer at Citigroup. In her current role, she provides legal and strategic advice on Basel III capital rules and a variety of other prudential regulations and regulatory requirements. Previously, she spent over a decade at the Federal Reserve Board, in Washington DC, where she led rulemaking processes, represented the Board at the international working groups, and served as subject matter expertise for complex capital issues. She contributed to the development of the 2014 Basel III capital rules, public reporting requirements, supplementary leverage ratio, and supervisory guidance on capital market transactions.

Sviatlana holds a Juris Doctor degree from the George Mason University Law School; Master of Arts in International Affairs from the George Washington University, and a Bachelor of Arts in International Affairs in foreign languages from the University of Maine.
