Mr. José-Luis Bobes-Hernandez is a climate finance expert with over 25 years of proven success in renewable energy and energy efficiency financing. He has extensive experience handling green finance facilities for numerous donors and development finance institutions.

In Southern Africa, these include leading the SUNREF Namibia AFD EUR 45 M sustainable energy credit facility seconded to the Namibian Environmental Investment Fund from 2017 to 2022, USAID Power Africa consultant in energy efficiency financing, the EUR 50 M Green Energy Efficiency Fund in South Africa, and others adding more than 1 billion Euro investments in green energy and climate change.

Jose Luis is now directing the European Investment Bank DESIREE global facility EUR 100 million and the French Development Agency TFSC Climate Finance Facility for the National Bank of Egypt.

Jose Luis has advised on more than 200 successful energy transactions in Africa, the Americas, Eastern Europe, and Asia.

In addition to his unblemished track record of managing development finance projects, he has held positions in the private sector, including CEO and Manager Director responsibilities in energy service (Honeywell ESCO) and renewable energy enterprises (Est Wind Power). Since 2002.

Mr Bobes has an MBA from Chicago Booth, USA (1998), a Ms Engineering from Universidad Politecnica de Madrid, Spain (1989), and will shortly get a PhD in Development Finance from the University of Stellenbosch in South Africa (2023). His field of study simulates the development impact of growing investments in African Sustainable Energy Assets utilising existing African funds.

Mr. Bobes is fluent in English, French, and German, and has a rudimentary comprehension of Russian, Portuguese, and some Arabic.
