Rebecca is an award-winning national expert on employment status, IR35 and off-payroll working. She set up her consultancy nearly 25 years ago to provide services to clients or hirers of a contingent workforce. She has worked with clients in both the public and the private sector and provides bespoke services including audits, training and investigations.

She is on then national Employment Status Consultative Committee liaising direct with government. She is also the policy lead on the industry panel for the new Umbrella Company Policy Paper. Rebecca is the Chair of the Independent Arbitration Panel for the FCSA and was a Senior Policy Adviser with the Office of Tax Simplification at HM Treasury, acting as the government’s expert on Employment Status and small company taxation. She has also written a book called CEST Explained on HMRC's Check Employment Status for Tax.

Last year Rebecca won the Contracting Industry Influencer of the Year 2023. She was also shortlisted for Tolley's Taxation Awards Outstanding Contribution to Tax. She is regularly in the national press commenting on IR35 and other issues concerning working off-payroll.
