Dr. Paulinus Ikechukwu IYIKA is an Assistant Director with the Nigeria Revenue Service (NRS) formally FIRS. He has over 14 years of extensive experience in Tax Audit and Investigation, International Taxation, Transfer Pricing (TP), and Tax Treaty Administration. As a pioneer staff of the International Tax Department, Dr. Iyika played a pivotal role in developing the practice of International Tax and TP in Nigeria. From developing the operational processes to leading the TP audit of complex multinational companies across different sectors.

He was also the head of compliance and enforcement of TP returns and Country-by-Country Reporting. Aside from the operational side, Dr. Iyika has also contributed to the global policy reforms and strengthened Nigeria’s position in global tax cooperation frameworks like the OECD-led reforms, such as Base Erosion and Profit Shifting (BEPS) 1.0 and the ongoing cooperation of the two-pillar solution for addressing the tax challenges of the digital economy.

Dr. Iyika also contributes to legislative review processes and capacity-building initiatives within NRS, aligning Nigeria’s tax system with evolving international standards. A thought leader and researcher, he holds a PhD in development finance from Covenant University where his thesis focused on the intersection between taxation and economic development. He also holds a Advanced Diploma in International Taxation (ADIT) from the Chartered Institute of Taxation (CIOT) UK. Dr. Iyika has published and spoken widely on issues including tax digitalization, base erosion, profit shifting, and domestic resource mobilization in developing economies.
