Profile

Michael is a Principal in the International Tax group for the KPMG Washington National Tax practice. He also serves as International Tax Policy Lead for the Americas and is on the KPMG Global Policy Leadership Team.

Michael specializes in consulting and advising U.S. and foreign taxpayers on issues relating to international tax, especially Pillar 2, the source of income rules, foreign tax credits, and U.S. taxation of international income.

Prior to joining KPMG, Michael served as the Deputy Assistant Secretary for International Tax Affairs at the U.S. Department of the Treasury. In that role, he was responsible for all aspects of U.S. international tax policy, including legislative proposals, regulatory guidance, bilateral treaties, and multilateral negotiations. He served as the top U.S. negotiator to the Organisation for Economic Co-operation and Development (OECD) on its two-pillar tax reform plan.

In 2013, Michael served as a Senior Advisor for the Organisation for Economic Co-operation and Development (OECD) where he worked with OECD and G20 policy makers to develop the Action Plan on BEPS. Prior to his time at the OECD, he also served as an Attorney Advisor in the Office of the International Tax Counsel for the U.S. Department of the Treasury, where he developed and drafted international tax guidance as well as represented Treasury at the OECD. In that role, he served as the co-chair of the OECD’s Treaty Relief and Compliance Enhancement (TRACE) Project and was the U.S. representative to Working Party 10 on Exchange of Information and Tax Compliance.

Michael is a frequent speaker and moderator at conferences on U.S. international tax issues, including U.S. tax reform and BEPS.

Michael holds a Juris Doctor from Harvard Law School, and a Master of Arts in Law and Diplomacy (M.A.L.D) from the Fletcher School of Law and Diplomacy. He holds a B.A. in Philosophy, Politics and Economics from Denison University.
