Declan is a Principal Policy Advisor in the AI Policy Team within the UK’s Information Commissioners Office. At the ICO, he contributes to the ICO’s generative AI policy development, including the ongoing consultation. He also provides input into the Digital Regulation Cooperation Forum’s work on AI, which brings together the ICO with the Competition and Markets Authority, the Financial Conduct Authority and the Office of Communications. Before joining the ICO, Declan was an academic with a focus on technology policy, political communication, and citizen engagement. He has a PhD in Political Science from Royal Hollway, University London.
