Hugh is an Economics Director at Ofcom. His current responsibilities are largely in mobile telecoms and post. He was highly involved in providing Ofcom’s views and information to the CMA during the assessment of Vodafone/Three. He previously spent many years working on mergers while at the CMA, the Competition and Consumer Protection Commission (CCPC) in Ireland, and RBB Economics. He has also worked on a wide variety of antitrust and regulatory issues while at the Payment Systems Regulator (PSR), Royal Mail, and the Office of Fair Trading. Hugh has published papers on a variety of competition policy issues, including on merger analysis.
