Etsuko Kameoka is the Managing Partner at Atsumi & Sakai Brussels EU. Atsumi & Sakai is one of Japan’s leading law firms, and its Brussels office focuses on EU and competition law.
Prior to joining Atsumi & Sakai in 2023, she gained extensive experience at law firms in Brussels, including Van Bael & Bellis, where she worked as an EU competition lawyer for more than 20 years. She specializes in EU competition law, with particular expertise in cartel investigations, commercial agreements, IP licensing issues, merger control proceedings, abuse of dominance investigations, compliance programmes, and private damages actions. Her practice also covers digital competition law, foreign subsidies control, and FDI screening.
She holds a law degree from Keio University, LL.M. degrees from Keio University Law School in Japan and New York University School of Law. She also studied European law at the University of Paris I Panthéon-Sorbonne and the College of Europe, and holds a Ph.D. in EU competition law from the Université libre de Bruxelles. She is admitted to the New York Bar and is registered in Brussels as a B-list (foreign) lawyer.
She has published extensively on competition law in both Europe and Japan, including the books Competition Law and Policy in Japan and the EU (Edward Elgar Publishing, 2014) and Legal Professional Privilege in EU Competition Investigations (Edward Elgar Publishing, July 2023).
