Atli Stannard is Special Counsel in Covington’s Brussels office, where he advises technology companies on EU digital policy and its implementation. His work focuses on the next wave of EU digital legislation, including the Cloud and AI Development Act, the Digital Omnibus and the data protection questions it reopens, the AI Act, the Digital Networks Act and the Digital Fairness Act.

He also advises on EU trade law and policy, which informs a practice increasingly concerned with how digital regulation is being shaped by industrial and geoeconomic objectives, including sovereignty, competitiveness and the treatment of non-EU technology providers.

He helps clients engage with the European Commission, European Parliament and Council throughout the legislative process, and previously worked at the European Commission and the UK Ministry of Justice.
