Dr Ela Głowicka has over 15 years of experience in competition economics across consulting, enforcement, and academia. She has advised clients in private litigation for cartel damages, vertical agreements, and abuse of dominance in court proceedings in Austria, Brazil, Finland, Germany, and Slovenia, and supported a complainant before the European Commission. Ela has also advised merging parties before the European Commission, the German Federal Cartel Office, the Polish UOKiK, the UK’s CMA, and the Slovenian CPA. She testified as a court expert in a case on excessive pricing.
Ela has deep expertise in State aid, particularly in ex-post evaluations of EU rules. She co-authored DG Competition studies on State aid for banks, regional aid, railways, and environmental protection and energy, managing international teams of researchers. At DG Competition’s Chief Economist Team, she advised on State aid cases and contributed to the methodology for State aid evaluation. Her doctoral thesis analysed the effects of restructuring aid on firm survival.
Ela joined E.CA Economics in 2013 as a manager and is now a director. She previously served in DG Competition’s Chief Economist Team. She holds a doctorate from Humboldt University on competition policy and bailouts. Her policy briefing on State aid to rail freight won a 2024 Antitrust Writing Award.
