Helen Graham is a highly accomplished solicitor and international privacy leader with over 25 years of legal and regulatory experience spanning the public, private, and international sectors. Most recently serving as Associate General Counsel and Group Chief Privacy Officer at Shell, Helen led global legal strategy on data privacy, cybersecurity, AI governance, and digital risk across more than 70 countries.
Her career has included pivotal roles in complex regulatory transformation, incident response, ethical AI compliance, and international policy engagement. She has advised executive boards, shaped enterprise-wide governance frameworks, and built high-performing legal teams across jurisdictions.
Helen began her career as a criminal defence solicitor before taking on roles with the United Nations in Kosovo and The Hague, including on the prosecution team in the landmark Milosevic trial. She later founded a boutique legal consultancy advising start-ups, government agencies, and NGOs on privacy, compliance, and digital regulation.
A recognised thought leader, Helen serves on the IAPP Advisory Board and frequently speaks at global privacy and cybersecurity forums. She is known for her integrity, strategic vision, and commitment to responsible innovation in the digital age.
