Kevin Luca Zandermann is a Senior Analyst in the Science & Technology Unit at the Tony Blair Institute for Global Change (TBI) and an AI Wonk contributor at the OECD AI policy observatory. He works at the nexus of AI and public policy, specialising in governance & regulation, copyright reform, public-sector procurement, and the geopolitics of emerging tech.
He has authored several influential TBI publications, including Rebooting Copyright: How the UK Can Be a Global Leader in the Arts and AI (2025), Reimagining Procurement for the AI Era (2024), Exploring EU-UK Collaboration on AI: A Strategic Agenda (2024) and State of Compute Access: How to Bridge the New Digital Divide (2023), which introduced the first global index benchmarking national compute capacities.
He is currently finalising a UNESCO-commissioned publication on capacity-building for AI supervisory authorities. The initiative is carried out in close cooperation with the Dutch Authority for Digital Infrastructure (RDI) and benefits from the support of the European Commission’s Task Force for Reform and Investment (SG REFORM).
