Valentijn De Boe is a partner in the Brussels office of Loyens & Loeff, specialising in public law with a strong focus on public procurement, public-private partnerships (PPPs), infrastructure projects and regulated sectors, including the procurement and deployment of AI systems by public authorities. He advises contracting authorities, investors, financial institutions, technology companies and contractors across Belgium and Europe on complex procurement and public law matters.

Valentijn has extensive experience in Belgian and EU public procurement law, including the procurement of large-scale infrastructure, energy and digital transformation projects. He regularly assists clients throughout the full procurement lifecycle, from tender design and contract structuring to contract performance, disputes and strategic regulatory advice, and has followed closely the legal and contractual questions raised by the procurement of AI systems, including compliance, transparency and ethical standards, as well as considerations arising under the Foreign Subsidies Regulation (FSR).

In recent years, Valentijn has been closely involved in advising on emerging regulatory frameworks affecting public procurement, including foreign direct investment (FDI) screening, strategic autonomy measures, defence procurement and the ongoing revision of the EU public procurement directives. He regularly speaks and publishes on these topics and has led a number of client seminars on the future of EU procurement rules and their impact on contracting authorities and suppliers.

Valentijn is ranked by Chambers & Partners for Public Law in Belgium, where clients describe him as "exceptionally responsive and knowledgeable" and note that he has become their "first port of call for Belgian public law queries.
