Kim Van Winkle

Former Chief, Antitrust Division at Texas Attorney General

Kim Van Winkle was the Antitrust Deputy Chief at the Office of the Texas Attorney General from 2012-2019, and served as Antitrust Division Chief from 2019-2021. She began her career as an Assistant Attorney General there where she investigated, litigated, and led numerous multistate and state-federal merger and conduct cases, focusing on internet, technology and health care matters. She Co-Chaired the Technology Industry Working Group for the National Association of Attorneys General, and played an important role in multistate cases including United States and State of Texas v. Apple Inc. (E-books price fixing case), and the multistate Google search and ad tech monopolization cases.

Kim has also been involved with the leadership of the American Bar Association Antitrust Law Section, serving previously as Co-Chair of the Unilateral Conduct and Media and Technology Committees, contributor to the Annual Review of Antitrust Law Developments, and Executive Editor of Antitrust Magazine and The Antitrust Source.

She recently retired from the Public Utility Commission of Texas, where she was part of the team developing rules to implement Texas legislation on registration and regulation of large cryptocurrency mines and data centers, and advising the Commission on electric grid policy issues emerging in the ERCOT stakeholder process.

Kim is originally from South Dakota, where she graduated from Augustana College and was awarded a Truman Scholarship before moving to Texas where she earned her J.D. and Master of Public Affairs from the University of Texas at Austin.
