Profile

Tomotake Horimatsu is Consul at the Consulate General of Japan in San Francisco. He is seconded from the Japan Fair Trade Commission (JFTC), serving as a tech diplomat in San Francisco, covering antitrust. Previously, he handled the enforcement of the Mobile Software Competition Act as Deputy Director of the Digital Investigations Division at the JFTC. He has ten years’ experience at the JFTC, including: the ATI review in international aviation and advocacy activities such as competition policy consultations for ride-hailing and drafting Sustainability Guidelines, in the Coordination Division; arranging the G7 Enforcers Summit in the International Affairs Division; drafting a bill to revise the Antimonopoly Act (AMA) in the Planning Office; and AMA enforcement in the Investigation Unit for International Cases, among others. He received an MBA from Warwick Business School, a European Master in Law and Economics from Erasmus University Rotterdam, Ghent University, and Aix-Marseille Université, and an LLB from the University of Tokyo.
